Page 32, Paragraph 76: Based on the record before us and to limit a potential source for fraud or abuse in the program, we prohibit ETCs (Eligible Telecommunication Companies) from offering or providing commissions to enrollment representatives and their direct supervisors based on the number of consumers who apply for or are enrolled in the Lifeline program with that eligible telecommunications carrier.
We add section 54.406(b) of the Commission’s rules to prohibit ETCs from utilizing commission structures for those enrollment representatives involved in the eligibility determination, enrollment process, or recertification process. These changes shall be effective 60 days after publication of this Fifth Report and Order in the Federal Register.
